Responding to the extensive damage of the Great Northridge Earthquake of 1994, California State University, Northridge (CSUN), selected JGM to serve as Joint Venture construction manager for the reconstruction of the campus. Eighty-one buildings on campus were either damaged or destroyed, including 53 major structures.

The inspection and repair program encompassed design, debris removal, road and water system renovations, and the extensive structural rehabilitation of many facilities including the math and science complex, library and administration building, apartments, and dormitories and the student union. Scope also included new construction, development of a new central quadrangle, final arts complex, performing arts center, media arts center and laboratories, as well as the demolition and removal of temporary facilities and the management of overall construction schedule, phase to support and optimize existing campus facilities usage. The reconstruction spanned all building types including steel frame, moment frame, and pre-cast concrete and concrete shear wall construction.

The Joint Venture oversaw activities across multiple sites and multiple facilities and managed more than 200 individual construction contracts in conformance with Federal Emergency Management Agency (FEMA), California Office of Emergency Services (OES) requirements. Services included plan and constructability review, progress reporting, field coordination, cash flow management, forecasting, reporting and tracking, inspection services and quality assurance/quality control (QA/QC), code compliance job safety management and claims management and claims mitigation.
