JGM and its joint venture partner were retained by the Los Angeles Community College District (LACCD), the largest community college district in the United States, to act as overall Program Manager for its $1.245 billion Proposition A construction program. Los Angeles voters subsequently approved Proposition AA in the amount of $980 million bringing the total managed by JGM and its partner to more than $2.2 billion.
LACCD consists of nine independent campuses and two satellite campuses covering more than 800 square miles. The Proposition A/AA Bond Program will add more than 45 new academic and support buildings to the system and will modify large portions of the more than 5 million square feet of existing space. Among other unique aspects of the program, Proposition A/AA is the largest sustainable building program in the nation with more than 40 buildings planned to receive a LEED rating of silver or higher.

Services rendered by JGM and its partner are of the broadest description and include all elements of Program Management. The JGM team manages all contracts issued in the Program, maintains funding and check writing authority so that it can handle accounts payable for the Program and manages the services of independent construction managers at each campus.
